The Fed’s Beige Book revealed a ‘modest’ improvement in the economy in 9 of 12 regions. The data’s effect on mortgage rates was limited. Low mortgage rates havn’t helped purchase applications. The Mortgage Bankers Association says purchase applications have fallen to their lowest level since 1997.
